The contract involves the procurement of 19 units of a specific part identified by NSN 7H-5963-015325323, under TDP version 003, with delivery terms FOB origin to Orbit Instrument Corp located in Hauppauge, NY. This contract is a sole-source negotiation intended for a manufacturing source designated by strict source control or selected item drawings as per DoD-STD-100 standards. The government emphasizes that suitable technical data, government data rights, and manufacturing knowledge are not available to permit acquisition from alternate sources, nor qualification testing or substitution with other parts, thus necessitating acquisition from the specified manufacturer. The notice clarifies that this is not a request for competitive quotes, but interested parties may express interest or submit quotes prior to the award date, which will be considered at the government’s discretion. The decision not to compete is solely at the government’s discretion and is typically driven by the lack of technical data and data rights to allow competition. Additional details indicate the award is contingent upon the offeror, the product/service, or the manufacturer meeting established qualification requirements at the time of award, consistent with FAR clause 52.209-1. The solicitation excludes policies under FAR Part 12 for acquisition of commercial items but allows interested parties to demonstrate their capability within 15 days of the notice. References for obtaining relevant Military and Federal Specifications, Standards, and Qualified Product Lists are provided through the DoD Single Stock Point and online resources, although certain documents like patterns and drawings are not stocked there. This contracting action is managed by the Department of Defense’s Navsup Weapon Systems Support Mech office in Mechanicsburg, PA, focusing on the repair and modification of a J-panel color entry component.
