The contract involves the supply of ten units of a power supply assembly identified by NSN 7H-6130-014476158 under TDP version 005, with delivery terms set as FOB origin to Frontier Electronic Systems Corporation in Stillwater, Oklahoma. This procurement is issued by the Department of Defense through the Navsup Weapon Systems Support office located in Mechanicsburg, Pennsylvania. The contract is a notice of intent indicating sole-source negotiations with Frontier Electronic Systems due to their unique design capability, engineering expertise, and proprietary manufacturing knowledge essential to maintaining part quality. This proprietary status restricts competition, but interested parties may express interest or submit quotes prior to award, although the government retains discretion over whether to pursue competitive procurement based on the responses received. A critical aspect of the contract is the requirement for engineering source approval from the design control activity, ensuring that only qualified sources meeting stringent government engineering criteria can manufacture the part. Any alternate source aspiring to compete must undergo a rigorous qualification process approved by the government overseeing the part's design and application. The contract underscores the significance of the proprietary data rights and technical knowledge held by the approved source, which are not economically accessible to the government, thus mandating continued acquisition from the approved manufacturer to preserve the integrity and quality of the assemblies supplied.
