The contract involves the procurement of three units of a power supply assembly (NSN 7H-6130-016194373, TDP VER 001) intended for repair or modification purposes, with delivery terms FOB origin to Lockheed Martin Corporation in Orlando, Florida. This action is a sole-source negotiation conducted under FAR 6.302-1, meaning the government plans to negotiate exclusively with one supplier due to the lack of competing sources. The government does not own the rights to the technical data necessary to purchase from other vendors and finds it uneconomical to acquire such data or reverse engineer the part. Consequently, interested parties can express their interest or capability to fulfill the requirement, but the government reserves sole discretion over whether to open the procurement to competition based on the responses received. The solicitation is managed by the NAVSUP Weapon Systems Support office in Mechanicsburg, Pennsylvania, and was posted as a presolicitation notice. While the government is not applying the commercial item acquisition policies under FAR Part 12, potential suppliers may identify their capability to supply a commercial equivalent within 15 days of the notice. The government will consider all quotes submitted within 45 days or 30 days if under an existing Basic Ordering Agreement, but will only award if the offeror and product meet specific qualification criteria as stipulated under FAR clause 52.209-1. Essential reference materials such as military and federal standards are available through designated DoD document services, although engineering drawings and deviation lists are not stocked there. This notice serves primarily to notify the market of the intent and gauge potential supplier interest rather than to solicit competitive bids.
