AI Contract Overview

The contract entails the procurement of 30 units of a power supply component, identified by NSN 7H-6130-014977106, in support of repair or modification work. Delivery terms specify FOB origin with the items to be issued to Powerstar Inc., located in Gaithersburg, Maryland. This contract is issued under a sole-source acquisition strategy, authorized by FAR 6.302-1, meaning the Government intends to negotiate exclusively with one supplier due to the unavailability and uneconomical nature of obtaining or reverse engineering the necessary data or proprietary rights to procure the part from other sources. While this notice is not a solicitation for competitive quotes, interested parties can express their interest and capability to meet the requirement; any quotes received before award will be considered, with the Government retaining sole discretion on whether to pursue competition. The procurement is managed by the NAVSUP Weapon Systems Support office in Mechanicsburg, Pennsylvania, with pertinent government specifications and standards accessible via the DoD Single Stock Point and the ASSIST-Online portal. The Government has conducted market research and determined not to apply commercial acquisition policies under FAR Part 12 for this procurement. Stakeholders may submit capability statements or proposals within specified timeframes, and the Government uses the information received mainly to decide whether a competitive procurement is warranted. This effort underscores the specialized nature of the component, limiting potential suppliers and reflecting the Government’s intent to maintain operational continuity through a targeted negotiation process.
