The contract involves the procurement of 10 units of a specific power supply component (NSN 7H-6130-015047856-VN, TDP VER 006) to be delivered FOB Origin to Excelitas Technologies Sensors Inc. in Covina, California. This acquisition is conducted under a sole-source negotiation, meaning the Government plans to negotiate exclusively with one supplier due to the unique technical data, manufacturing knowledge, and source control constraints that preclude the use of alternate sources. The item must be sourced from a designated manufacturer as defined by DoD standards, as the Government lacks the necessary data rights or qualifications to procure this part elsewhere or to test substitute parts. The contract falls under the authority of FAR 6.302-1, permitting non-competitive procurement, with the Government retaining discretion over whether to open competition based on any responses received. While this notice is not a solicitation for competitive proposals, interested parties may express their interest or submit quotes within specified timelines, which will be reviewed solely to determine whether a competitive procurement might be appropriate. The acquisition does not follow the policies related to commercial items under FAR Part 12, though potential commercial item sources may identify their capabilities within 15 days of the notice. Relevant military and federal specifications and standards related to this procurement can be accessed through the DoD Single Stock Point or online databases, providing necessary documentation to qualified parties. The contract is administered by the Department of Defense’s Navsup Weapon Systems Support office in Mechanicsburg, Pennsylvania.
