The contract involves the procurement of 11 units of a specific power supply identified by NSN 7H-6130-015402519, with technical data package version 004, in accordance with reference number 350270-1. The delivery terms are FOB origin, and the items are to be issued to Frontier Electronic Systems Corporation located in Stillwater, Oklahoma. This solicitation is a notice of intent under FAR 6.302-1 for a single-source negotiated purchase, as the Government does not possess the data rights or tooling for the part, making it uneconomical to procure or reverse engineer from additional sources. While the Government primarily intends to negotiate with one source, other interested parties may express interest or submit proposals within specified timeframes for consideration. Access to standard military and federal specifications related to the procurement is available through the DoD Single Stock Point and online platforms such as ASSIST-Online. Essential design and manufacturing documents like patterns and drawings are not stocked at these locations. The procurement is managed by the Navsup Weapon Systems Support office in Mechanicsburg, Pennsylvania, under solicitation number N0010417PDH11. The Government’s decision to limit competition is based on market research and discretionary evaluation of responses, and the acquisition does not follow commercial item acquisition policies. Interested parties have the opportunity to indicate their capability to meet the requirement within specified response windows despite the anticipated sole-source negotiation.
