The contract involves the procurement of four units of a specific power supply (NSN 7G-6130-013867621, TDP VER 006) to be delivered FOB origin to Palomar Products Inc. in Rancho Santa Margarita, California. This acquisition is under a sole-source negotiation, meaning the Government intends to negotiate only with the identified supplier due to the proprietary nature of the data required to produce the item. Efforts to source the part from other suppliers through competitive bidding are limited because the Government neither owns the rights to the design data nor finds it cost-effective to obtain or reverse engineer it. The contract stems from a presolicitation posted by the Department of Defense’s Navsup Weapon Systems Support in Mechanicsburg, Pennsylvania. Interested parties may express their interest or submit quotes, but these will be considered primarily to decide whether to pursue a competitive procurement. The Government retains discretion over whether competition will be pursued and emphasizes that this notice is not an invitation for competitive quotes. The purchase relates to supplies or services involved in the repair or modification of the power supply, reflecting specialized requirements and limited sourcing options.
