The contract involves the procurement of 13 units of a specific power supply item identified by NSN 7H-6130-016039973, intended for repair or modification, with delivery terms FOB origin to W R Systems Ltd in Norfolk, Virginia. This procurement action is being conducted under a sole-source negotiation approach, as the item is subject to source control restrictions defined by DoD-STD-100, meaning it must be acquired or repaired by a designated source due to the lack of suitable technical data, government data rights, or manufacturing knowledge that would allow other suppliers to provide equivalent products or services. The government is not requesting competitive quotes but invites interested parties to express their ability to meet the requirements or submit proposals, which will be reviewed to determine whether a competitive procurement should be pursued. The notice clarifies that all proposals must meet qualification requirements at the time of award per FAR clause 52.209-1, and the government retains full discretion on whether to compete the contract based on responses received within the solicitation period. The acquisition is being conducted outside the scope of FAR Part 12 for commercial items, reflecting the specialized nature of the supplies. Relevant military and federal specifications and standardized documents can be accessed online or through established DoD sources to assist potential offerors. The contract solicitation is managed by NAVSUP Weapon Systems Support Mech in Mechanicsburg, Pennsylvania, with detailed information available via the official government contracting portal.
