The contract involves the supply and repair/modification of two centrifugal pump units identified by NSN 7H-4320-012666837-PP, to be delivered FOB origin to Buffalo Pumps Inc. in North Tonawanda, New York. The Government intends to negotiate and award this contract to a single approved source due to the unique engineering design, technical data, and manufacturing knowledge retained by the qualified source, which are essential to maintain the part’s quality. Acquisition from alternative sources is restricted unless they qualify under specific Government engineering procedures. The Government does not own or economically justify purchasing the technical data or rights required to repair or manufacture this part, nor is reverse engineering considered feasible. The contract solicitation is issued under FAR 6.302-1, allowing non-competitive negotiation with a single source, although interested parties may express interest or submit capability statements within specified timeframes. Awards will be contingent on meeting strict qualification requirements per FAR clause 52.209-1. The Government has determined this procurement is not conducted under the commercial item acquisition policies of FAR Part 12 but remains open to consideration of commercial alternatives within 15 days of the notice. Relevant military and federal specifications and standardized documents supporting the procurement are available through designated DoD channels, but proprietary drawings and patterns are not publicly stocked. The contract is managed by the Naval Supply Systems Command’s Weapon Systems Support office in Mechanicsburg, Pennsylvania.
