AI Contract Overview

This contract involves the procurement of eight units of a specific receiver-transmitter and other replacement parts, intended for repair or modification purposes, to be delivered FOB origin to Rockwell Collins Inc. in Cedar Rapids, Iowa. The contract action will be awarded without full competition, as it is a sole-source negotiation with the current Government-approved source due to the flight-critical nature of the items and the unavailability of sufficient or accurate technical data to allow acquisition through open competition. Only previously approved sources have been solicited, and any potential new source must submit detailed technical data to NAVSUP Weapon Systems Support for source approval prior to contract award. The source approval process is stringent, requiring submission of documentation specified in NAVSUP’s Source Approval Information Brochures for spares or repair, and failure to provide this data will result in non-consideration of the offer. If a new source’s approval cannot be completed in time, the Government may proceed with awarding the contract to meet urgent fleet support needs. This procurement is managed by the Department of Defense, specifically NAVSUP Weapon Systems Support in Philadelphia, Pennsylvania, under solicitation number N0038313PG105. The notice clarifies that this is a notice of intent rather than a request for competitive quotes, but interested parties may still express interest or submit quotes, which will be considered if received before the award date.
