The US Army Contracting Command at Aberdeen Proving Ground intends to award a Firm-Fixed Price sole source contract to Advanced Defense Vehicle Systems (ADVS) for services to refurbish M-APEX vehicles. The refurbishment involves taking two existing vehicles and combining parts to create one semi-functional vehicle that meets future testing requirements for the USA ATC. The scope includes disassembling and assembling rear and front modules of the vehicles, providing replacement parts, windshield configuration, ensuring system functionality and fluids, packaging for return shipment, and shipping with insurance coverage. ADVS is the sole manufacturer of the prototype vehicle, which necessitates awarding the contract to them to maintain consistency in testing. The contract follows Federal Acquisition Regulation FAR Part 13 procedures, with a North American Industry Classification System (NAICS) code of 336992 and a business size standard of up to 1000 employees. Interested parties had the opportunity to express interest by March 31, 2011, demonstrating any competitive advantage for future procurements, though the decision not to compete remains at the Government's sole discretion. All inquiries were to be submitted in writing to a designated contact without telephone requests. The Government retains ownership of the vehicle blueprints and design specifications, further justifying the sole source approach due to proprietary rights.
