The contract pertains to the procurement of three units of the relay assembly identified as NSN 7H-5998-015415884, with technical data package version 004. The delivery terms specify FOB origin, and the issuance is directed to Raytheon Company located in Portsmouth, Rhode Island. This notice of intent is not a solicitation for competitive quotes; rather, the government intends to negotiate exclusively with a single source. While interested parties may express interest or submit quotes prior to the award date, the final decision to forgo competition rests solely with the government. The government lacks sufficient, accurate, or legible data to source this part from any other supplier than the current one, reinforcing the justification for a sole-source award. The contract is associated with the repair or modification of the relay assembly within the Department of Defense's Naval Supply Systems Command Weapon Systems Support office based in Mechanicsburg, Pennsylvania. The announcement was posted as a presolicitation on August 22, 2011, under solicitation number N0010411PLE76. No set-aside designation or NAICS code was provided. The government's evaluation of any responses will primarily determine whether to pursue a competitive procurement, indicating that this action is largely administrative in confirming the exclusive source before contract award.
