The contract involves the procurement of two units of a relay assembly (NSN 7H-5945-012770814, TDP VER 001) intended for repair or modification purposes. The delivery terms are FOB origin, with the items to be shipped to Lockheed Martin Corporation located in Baltimore, Maryland. This action is issued as a sole-source procurement, meaning the government plans to negotiate exclusively with one source. However, interested parties may express their interest or submit quotes prior to the award date, which the government may consider. Despite this, the government retains sole discretion over whether to pursue a competitive procurement based on the responses received. The government has determined that it does not own the data rights for additional sourcing of this part and has found it uneconomical to acquire those rights or to reverse engineer the component. This decision restricts competition, as acquiring the necessary technical data or attempting reverse engineering to allow for multiple sources would not be cost-effective. The contracting office is the Naval Supply Systems Command, Weapon Systems Support Mechanical Division, located in Mechanicsburg, Pennsylvania, under the Department of Defense. This contract was publicly posted as a presolicitation to notify potential interested parties about the intent to award non-competitively.
