AI Contract Overview

The contract involves the procurement of 10 units of a relay assembly (NSN 7H-5945-014841869-GL, TDP VER 003) for repair or modification purposes. The delivery terms are FOB origin, and the items are to be issued to Sechan Electronics Inc. located in Lititz, Pennsylvania. This acquisition is designated as a sole-source procurement under FAR 6.302-1, indicating the Government intends to negotiate and award the contract to only one supplier without seeking competitive bids due to the lack of available data rights and the impracticality of reverse engineering the part. The Government has determined that acquiring the data or rights to this part would be uneconomical, and as such, they are limited to working with the identified source for repair or modification services. Though the notice is not a formal request for competitive proposals, all interested and capable parties are invited to express interest or submit quotes within 45 days of the solicitation's publication (or 30 days if under an existing Basic Ordering Agreement). Any submissions received will be considered to assess whether a competitive procurement is warranted, but a final decision to proceed with competition rests solely with the Government. Awards will be contingent upon meeting specific qualification requirements as outlined in FAR clause 52.209-1, ensuring that the offeror, product, or manufacturer is eligible at the time of award. The solicitation is managed by the Naval Supply Weapon Systems Support in Mechanicsburg, Pennsylvania.
