The contract involves the procurement of six units of a specific item identified by NSN 7H-6110-016177948, related to the repair or modification of the Safran FADEC ETF40B system. Delivery terms are FOB origin, and the items are to be issued to Vericor Power Systems in Alpharetta, Georgia. This is a sole-source procurement where the Government intends to negotiate with only one supplier due to the proprietary nature of the data and production rights, which the Government does not own and has determined it would be uneconomical to acquire or attempt to reverse engineer. Interested parties are invited to express their interest, but any decision to compete remains at the Government's discretion, and responses will primarily inform whether a competitive procurement is warranted. The solicitation specifies that qualification criteria under FAR clause 52.209-1 must be met at the time of award. Market research indicates that the acquisition will not follow FAR Part 12 policies for commercial items, though potential suppliers may propose compliant commercial solutions within 15 days of the notice. The procurement is subject to Free Trade Agreements and relevant DFARS clauses governing such agreements. Relevant Military and Federal Specifications and standards can be accessed primarily through electronic means via DoD’s ASSIST system, with alternative contact methods provided for those without internet access. The contracting agency is the Department of Defense’s Navsup Weapon Systems Support office located in Mechanicsburg, PA.
