J. Sheon Green LLC is authorized to operate a cannabis distribution business at an existing facility located at 8588 Thys Court, Sacramento, CA 95828. The project utilizes a site consisting of six buildings totaling 23,994 square feet, which are currently used for cannabis cultivation and distribution. The facility is situated in a neighborhood zoned for Heavy Industrial Use and is characterized by white warehouse buildings with rolling doors, a wrought iron fence, and an interior paved parking lot. The distribution operations will be conducted within the existing DCC licensed cultivation business under the authority of Business and Profession Code Division 10, Chapter 2, Section 26012. The Department of Cannabis Control has issued a Notice of Exemption certifying that this project qualifies for a Class 1 Categorical Exemption under California environmental regulations. This exemption is granted because the project involves the use of an existing facility without building expansion, resulting in negligible expansion of use and maintaining compatibility with existing land use zoning. The license was submitted on September 24, 2025, by Xiaohong Lu. Administrative oversight for the project is managed by Environmental Scientist Karin Linnen.
