J--SPECIAL NOTICE OF INTENT TO SOLE SOURCE-- PANALYTICAL INCORPORATED 117 FLANDERS ROAD WESTBOROUGH, MA 01581-1042

Notice of Intent to Sole Source ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.106-1(b) to Panalytical Incorporated 117 Flanders Road Westborough, MA 01581-1042 for X-ray Fluorescence (XRF) Annual Maintenance. Panalytical Incorporated is uniquely qualified to provide this service based on being the owner of the current maintenance of the X-ray Diffractometer (XRFD) that is in excellent mechanical condition; however the time has come when this piece of equipment must undergo yearly maintenance. This maintenance will require cleaning the optics, cleaning of the body, check the alignment, check its overall functionality, and the functionality of motorized parts. The Government intends to acquire commercial services using FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 p.m. CST on August 16, 2013. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
