The contract involves the procurement of five units of the commercial off-the-shelf item, identified as NSN 7H-2990-012050465, specified in Technical Data Package version 004. The delivery terms are FOB Origin to Vericor Power Systems located in Alpharetta, Georgia. This item is a nondevelopmental engine starter for air applications, intended for repair or modification purposes, indicating that it is a commercially available product rather than a custom-developed military part. Applicable technical documentation follows commercial standards, and relevant Military and Federal specifications and standards can be accessed through Department of Defense document services or online resources such as ASSIST-Online. The contracting action is being pursued under a sole-source acquisition authority (FAR 6.302-1), where the government intends to negotiate exclusively with a specific source but allows other parties to submit their interest or capability statements within a specified period (typically 45 days, or 30 days if using an existing Basic Ordering Agreement). This process does not represent a solicitation for competitive bids but rather a market survey to determine whether full competition is appropriate. The acquisition is subject to trade compliance clauses including the Buy American Act and Free Trade Agreements as specified under the Defense Federal Acquisition Regulation Supplement (DFARS). The contracting office responsible is the Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania.
