The contract involves the procurement of three units of a specific engine starter (NSN 7H-2990-014697282, TDP VER 006) intended for repair or modification, to be delivered FOB origin to Honeywell International Inc. in Tempe, Arizona. The Department of Defense, through the Navsup Weapon Systems Support Mech office in Mechanicsburg, PA, is issuing this notice of intent as a sole-source acquisition under FAR 6.302-1, indicating that negotiations will be conducted exclusively with Honeywell. The government has determined it is neither economical to obtain data rights nor to reverse engineer the part to allow for multiple sources. Although this is not a solicitation for competitive quotes, interested parties may express their interest and capability to respond, and any received proposals within specified timeframes will be considered, but the government reserves the discretion to proceed without competition. The notice provides guidance for obtaining related military and federal specifications, standards, and documents primarily available through the DoD Single Stock Point and the ASSIST-Online system. It clarifies that essential design elements such as patterns and drawings are not stocked at these repositories. The contract action excludes the use of commercial item acquisition policies under FAR Part 12 but allows potential offerors to propose commercial items within 15 days of notice if capable of meeting requirements. This presolicitation was posted in October 2017 and is managed under the Department of Defense with no specified NAICS code or set-aside type. The government's main focus is to secure the specified engine starters from the incumbent source to ensure continuity and compliance with existing technical data rights constraints.
