The Naval Air Systems Command plans to extend contract N00019-02-D-3067 with AgustaWestland Inc. (AWI) for up to 12 months to continue providing crucial engineering, technical, program management, repair, and overhaul services. These services support depot level maintenance for the Egyptian Air Force's Mk1 and Mk2 aircraft, specifically the H-3 helicopters. The contract ensures the procurement of unique flight critical parts that are not available through the standard naval supply system and must come from sources qualified by the U.S. Navy or the original equipment manufacturer, Westland Helicopters in England. AWI serves as the primary domestic conduit to the OEM and possesses the necessary expertise and equipment to manufacture and repair these specialized parts. Due to the specialized nature of the flight critical parts and the unique technical knowledge required, AWI is effectively the sole supplier with the capability to meet Navy requirements. The solicitation invites any alternative sources to respond by January 19, 2007, though AWI remains the designated provider. The contract falls under NAICS code 488190 and is managed by the Naval Air Systems Command based in Patuxent River, Maryland. The contract scope reinforces the commitment to maintain and modify Egyptian Air Force H-3 helicopters by ensuring continued access to necessary maintenance and support services via a trusted and qualified contractor.

Full Description

The Naval Air Systems Command intends to extend contract N00019-02-D-3067 with AgustaWestland Inc. (AWI) of Reston, VA for a period not to exceed 12 months. This contract procures engineering and technical services, program management services, repair and overhaul services, and unique flight critical parts in support of depot level maintenance (DLM) for the Egyptian Air Force Mk1 and Mk2 aircraft. The U.S. Navy is required to ensure that flight critical parts utilized to support DLM are obtained from a source qualified by the U.S. Navy or the Original Equipment Manufacturer (OEM), Westland Helicopters in Yeovil, England. The naval supply system is unable to provide the unique flight critical parts required to support DLM. AWI, as the Navy?s domestic entry point to the OEM, is the only source with the requisite technical knowledge, experience, and tooling to manufacture, repair, and overhaul the unique flight critical parts. Any responses to this synopsis from sources other than AWI must be received by 19 Jan 2007 and can be provided via FAX (301-757-5955) or e-mail (robin.barnes@navy.mil).
