The contract involves the acquisition of seven units of a fiber optic switch identified by NSN 7R-6021-015160771-EX, specifically for repair or modification purposes. The delivery terms are FOB origin with shipment directed to Harris Corporation in Palm Bay, Florida. This notice serves as an intent to negotiate a sole-source contract with an approved supplier, as the item is flight critical and subject to stringent government source approval requirements. Because of the critical nature of the item and limited technical data, the Government is not soliciting competitive bids but will consider any interested parties who can demonstrate capability and provide the necessary source approval documentation as detailed in the Naval Inventory Control Point Philadelphia Source Approval Information Brochure. The contracting agency is the Naval Supply Systems Command Weapon Systems Support office within the Department of Defense, located in Philadelphia. The contract's solicitation number is N0038310PG012 and was posted in October 2009 as a presolicitation notice. The Government emphasizes that only previously approved sources will be considered for award due to the specialized nature of the item and potential delays in approving new sources. Submission of complete and accurate source approval data is critical; otherwise, offers will not be evaluated. In cases where source approval cannot be obtained in a timely manner, the Government may proceed with award to the current approved source to meet operational needs. Relevant brochures and data requirements for source approval and commercial item identification are provided through specified Navy web resources.
