J -- Tactical Communications Data Link (TCDL) Technical Services and Engineering Support for the U.S. Navy

The Department of the Navy, Space and Naval Warfare Systems Center, Pacific (SSC Pacific) intends to award a Cost Plus Fixed Fee (CPFF), Indefinite Delivery/Indefinite Quantity (IDIQ), Non-Commercial type contract N66001-15-R-0084 on a sole source basis to L-3 Corporation. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1 Only One Responsible Source and no other supplies or services will satisfy agency requirements. This procurement is for Tactical Communications Data Link (TCDL) Technical Services and Engineering Support for the U.S. Navy. The applicable North American Industry Classification Systems (NAICS) code for this action is 541330 Electrical Engineering Services. This notice of intent is not a request for competitive proposals and no solicitation will be posted. The Government, however, will consider all interest and capability statements received within 15 days after publication of this synopsis. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received may be considered solely for the purpose of determining whether to conduct a competitive procurement. Any resulting competitive procurement would be conducted in accordance with FAR Part 15. Questions submitted by phone or fax will not be considered.
