The contract involves the procurement of a single valve/actuator assembly intended for repair or modification, designated under NSN 7H-4810-016049926 with TDP version 003. The delivery terms are FOB origin, and the item is to be issued to Stealth Supply Inc. located in Delray Beach, Florida. The Government intends to award this contract through negotiation with only one approved source, due to the unique engineering and manufacturing expertise required, which includes exclusive data rights and technical knowledge essential for maintaining the part’s quality. Alternate suppliers must undergo a rigorous qualification process approved by the governing Government engineering activity, ensuring strict adherence to the design control standards. This action is issued as a notice of intent rather than a solicitation for competitive quotes, although interested parties may express interest, capabilities, or submit proposals within specified timeframes for consideration. The Government retains discretion over whether to proceed with competition based on the responses received. Market research has concluded that acquisition policies for commercial items under FAR Part 12 are not applicable here. Documentation such as Military and Federal Specifications and related technical standards are accessible through official DoD channels, but sensitive design documents are not publicly stocked. The solicitation process emphasizes adherence to qualification requirements at award, guided by regulatory clauses and overseen by the responsible Government office located in Mechanicsburg, Pennsylvania.
