The government intends to procure 50 units of a flow control valve (NSN 7H-4820-015614611, TDP VER 001) for repair or modification, to be delivered FOB origin to Environmental Systems Inc. in Arnold, Maryland. This action is a notice of intent rather than a request for competitive quotes, indicating that the government plans to negotiate with a single source without competition due to circumstances that make obtaining the data or rights to the part from multiple sources uneconomical. The government acknowledges it does not own the necessary data rights and finds it impractical to reverse engineer the valve. While the government invites interested parties to express their capability or submit quotes before the award date, any decision to open the procurement to competition is at the sole discretion of the government. The solicitation falls under the jurisdiction of the Department of Defense, specifically the Navsup Weapon Systems Support Mechanic office based in Mechanicsburg, Pennsylvania. This procurement aims to support repair or modification efforts and highlights the specialized nature of the valve and constraints around data ownership and acquisition.
