The contract pertains to the procurement of two units of a direct linear valve, identified by NSN 7H-4820-011725918 and designated under TDP version 005, in accordance with reference number 3189129. The delivery terms specify FOB origin, with the items to be issued to Sargent Aerospace & Defense LLC, located in Tucson, Arizona. This action represents a notice of intent rather than a solicitation for competitive bids, as the government plans to negotiate exclusively with a single source. Interested parties may express their interest or submit quotes, but the government’s decision to proceed without competition is discretionary and primarily based on responses to determine if competitive procurement is appropriate. The government does not possess ownership rights to the technical data necessary to acquire this part from other suppliers, and it has been deemed economically unfeasible to obtain such data or to undertake reverse engineering. This contract falls under the Department of Defense, specifically the Navsup Weapon Systems Support Mech office in Mechanicsburg, Pennsylvania, and was posted as a presolicitation in January 2018. The nature of this procurement highlights the specialized and proprietary aspects of the valve, underscoring the limitation to single-source negotiation due to the unique data restrictions and cost considerations.
