The contract pertains to the purchase of a single unit of a regulating valve, identified by NSN 7H-4810-015192437, to be delivered FOB origin to Portland Valve Inc. located in Warren, Massachusetts. This is a notice of intent for a non-competitive procurement, where the government intends to negotiate with only one source due to the proprietary nature of the required data and the uneconomical cost of acquiring rights or reverse engineering the part. While interested parties may express their interest or submit quotes prior to award, the decision to proceed without competition rests exclusively with the government. The contract is managed by the Naval Supply Weapon Systems Support Mechanical office of the Department of Defense, based in Mechanicsburg, Pennsylvania. This solicitation is classified as a presolicitation for repair or modification services associated with the valve and was posted on July 1, 2013. The government emphasizes that any responses at this stage will be considered only to determine whether to conduct a competitive procurement.
