AI Contract Overview

The contract involves the procurement of 10 units of a specific wiring harness identified by NSN 7H-6150-014700476, TDP version 008, to be delivered FOB origin to Aviation Power & Marine Inc. in Boynton Beach, Florida. This contract is a non-competitive negotiation intended with a sole source, as the required part must be acquired from a designated manufacturing source specified under stringent military standards (DoD-STD-100). The government lacks sufficient technical data, proprietary rights, or manufacturing knowledge that would enable acquisition from alternate sources, conduct qualification testing on another part, or use a second source in the intended application, making this sourcing approach necessary. Although this notice is not a solicitation for competitive quotes, interested parties are invited to express their interest and capability to meet the requirements or submit proposals by the specified deadline, which the government may consider in deciding whether to conduct a competitive procurement. Relevant military and federal documents supporting the contract can be accessed through designated DoD repositories, with detailed instructions provided for obtaining such materials. The government has confirmed through market research that acquisition policies under FAR Part 12 for commercial items do not apply, but parties may still propose commercial solutions within 15 days of the notice if applicable. The contracting office handling this requirement is the Naval Supply Weapon Systems Support at Mechanicsburg, Pennsylvania.
