The Centers for Disease Control and Prevention (CDC) plans to issue a sole source purchase order to L-3 Communications for a twelve-month maintenance service contract covering 16 units of X-Ray equipment located across various CDC facilities in the Atlanta, Georgia area. These X-Ray systems are manufactured by L-3 Communications, and the procurement is justified under FAR part 6.302-1 because L-3 Communications is the only known provider capable of delivering a comprehensive maintenance and repair service with a guaranteed on-site response time of three hours. This rapid response is critical for the functionality and uptime of the equipment, requiring on-site repair and installation of necessary replacement parts within the narrow time frame. This contract will not be competitively solicited unless other firms can demonstrate within 10 days of the notice that they are able to meet all service requirements, including the stringent response time. Although this is not a solicitation for competitive proposals, interested firms that believe they can meet the specified performance criteria are encouraged to notify the Contracting Officer in writing. The government retains the discretion to proceed without competition based on the information provided. The contract is identified as “J -- X-Ray System Maintenance Service” under solicitation number 000HCAJ815165 and falls under the NAICS code 334511, which pertains to electronic component manufacturing and support services.

Full Description

The Centers for Disease Control and Prevention (CDC) intends to award a sole source purchase order to L-3 Communications. The purchase order will be for twelve-month maintenance service on 16 units of X-Ray equipment. The X-Ray units are manufactured by L-3 Communications, and they are located in several different CDC facilities in and around Atlanta, Georgia. The authority for this sole source procurement is FAR part 6.302-1, in that L-3 Communications is the only known source that can provide the full range of maintenance and repair service in a three-hour response time. As critical as the proper repair and maintenance service is the requirement for the Contractor to respond and provide on-site repair service, including installation of necessary replacement parts, within a three-hour response window. L-3 Communications is the only known source who can meet those requirements under this proposed procurement. This notice is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the necessary service, in addition to meeting the response time requirement, are encouraged to identify themselves and give written notification to the Contracting Officer within 10 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries may be sent to William Bancroft by fax at +1 (555) 000-0000 or by email to contact@example.gov.
