AI Contract Overview
The Edward Hines Jr. VA Hospital requires a contractor to perform comprehensive load bank testing and preventive maintenance on twenty critical backup generators that support life safety and patient care across the campus. The scope includes all labor, materials, equipment, and documentation necessary to conduct scheduled maintenance at two levels—PM Level 1 in January and PM Level 2 in July—with annual load bank testing in September. Load bank testing follows a strict sequence: idle readings, followed by incremental loading at 30%, 50%, 75%, and 100% of generator capacity for designated durations, with real-time monitoring and data recording of amps, volts, oil pressure, coolant temperature, fuel pressure, frequency, and kW output. PM Level 1 involves inspections of fuel, cooling, air induction, lubrication, starting, and electrical systems, along with laboratory fuel sampling per ASTM standards and full oil analysis. PM Level 2 includes a full oil and filter change during the base year, with subsequent oil changes based on usage or manufacturer guidelines, and comprehensive assessment of the Emergency Power Supply System for vibration, leaks, overheating, abnormal noise, and component deterioration. All maintenance and testing must comply with Veteran Health Agency Directive 1028, NFPA 99, NFPA 110, Joint Commission standards, ASTM fuel testing protocols, OEM guidance, VA Engineering policies, and applicable federal, state, and local regulations. Services must occur Monday through Friday from 7:00 am to 4:00 pm CST, with all activities coordinated one week in advance with the Hines VA Engineering Department. Upon arrival, contractors must report in and out to the assigned shop. Every service must be documented on a legible contractor service report signed by the Contracting Officer’s Representative (COR) at the time of performance, and a complete Engineering Service Report (ESR) must be submitted within 30 days of load bank testing, containing operational data, identified deficiencies, repair recommendations with priority classifications, cost estimates, fuel test results, oil analysis, and before-and-after documentation. Custom ESR formats require prior COR approval. The contract has a five-year potential term, beginning September 1, 2026, with four optional one-year periods extending through August 31, 2031. Deviations from the schedule require written COR approval, and all equipment must be returned to automatic mode and fully operational after each service.
