The Department of Veterans Affairs, through Network Contracting Office 4 in Pittsburgh, PA, intends to award a sole-source, firm-fixed-price contract to Teleflex LLC for comprehensive maintenance and repair services on four Teleflex AC3 Series Intra-Aortic Balloon Pumps located at the Pittsburgh VA Medical Center. This action is justified under FAR 6.103-1 due to the unique and proprietary nature of the equipment, with no other supplier capable of meeting the agency’s technical and operational requirements. The scope of work includes semi-annual preventive maintenance, on-site corrective repairs, 24/7 technical support, and full compliance with OEM specifications, requiring the exclusive use of original equipment manufacturer parts and calibration traceable to national standards. All service activities must adhere to NFPA-99, Joint Commission, OSHA, HIPAA, and VA security regulations, with service reports submitted within five business days and field engineers required to hold current certifications in HIPAA, OSHA bloodborne pathogens, and annual influenza vaccinations or mask compliance. Equipment must be clearly marked with EE#, manufacturer name, model, and serial number, and barcoded for tracking, though no formal packaging, preservation, or labeling standards are specified beyond this. The contract is structured with a base year and two optional extension years, though specific pricing details are not provided. All performance occurs on-site at designated locations within the VA facility, with acceptance signed by VA personnel following inspection. The contracting officer and primary point of contact is Matthew Wright, and while no formal evaluation factors are outlined due to the sole-source nature, contractor personnel must meet stringent qualifications including documented training, ownership of proprietary service key dongles, and submission of calibration and compliance documentation. No subcontracting or alternative sourcing is permitted, and all deliverables, reports, and technical data become the exclusive property of the U.S. Government under strict confidentiality and nondisclosure requirements. The response deadline for this notice is May 12, 2026, and the procurement is conducted under commercial procedures per FAR Part 12.
