The contract is for Government-owned anesthesia equipment preventative maintenance, inspection, and repair services under a Firm Fixed-Price Contract, solicited through a streamlined commercial item process in accordance with FAR Subpart 12.202. The work involves servicing eight Avance CS2, ten Carestation 650 A1, and twenty E-SCAIO-00 Respiratory Module units at the New Mexico Veterans Affairs Healthcare System in Albuquerque, NM, with a base year and four one-year options. All maintenance must follow OEM specifications using only genuine GE Healthcare parts, with no refurbished or non-OEM substitutes permitted. Technicians must hold current OEM certifications for the specific equipment, and the contractor must demonstrate at least three years of documented experience performing these services on the listed models. The evaluation is strictly Lowest Price Technically Acceptable, with technical acceptability determined solely by compliance with two mandatory special standards: OEM certification and parts access, and three years of relevant experience. Failure to meet either requirement results in automatic disqualification. Invoicing is mandatory through the Tungsten Network, and all field service reports must be submitted within two weeks via email to ABQBIOMED@va.gov, including full details of services, parts replaced, labor hours, and verification of equipment functionality. Next-day shipping of replacement parts is required, with emergency response obligations including acknowledgment within four hours, on-site arrival within 48 hours, and provision of a loaner unit if repairs exceed that timeframe.
