The Department of Veterans Affairs Maryland Health Care System is planning to sole source a contract for maintenance services on Powervar Uninterruptible Power Supplies (UPS) located at the Baltimore VA Medical Center. This notice serves purely for informational and market research purposes and does not constitute a solicitation or a guarantee of contract award. The Powervar UPS units require specialized support due to the proprietary nature of their components and the critical role they play in maintaining power quality for medical and analytical equipment. The vendor selected must have factory-specific training to perform installation, preventative maintenance, and repairs to ensure the reliability and safety of the systems. Service will include parts, labor, phone support, and priority updates, with detailed service reports provided to the Biomedical Engineering department in compliance with regulatory standards. The contract is structured as a firm-fixed-price agreement covering a three-year warranty service plan, starting from the award date, and all maintenance work will be conducted during regular business hours, coordinated directly with the Biomedical Engineering team. The sole source justification is based on the proprietary standards exclusive to the current Powervar manufacturer and support provider, making this service unique to one vendor. Contractors must adhere to onsite security protocols, including carrying photo identification and providing their own personal protective equipment. Interested vendors who believe they possess the necessary technical expertise must submit detailed capability statements by the specified deadline to be considered for potential future competition.
