The Department of Veterans Affairs, through the 262-NETWORK Contract Office 22, has issued a sources-sought announcement for a Firm-Fixed Price contract to provide comprehensive corrective and preventive maintenance services for Alcon Centurion Vision Systems and Alcon Constellation LXT units at the VA San Diego Healthcare System. The contract is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS Code 811210 and will span a base year from October 1, 2026, through September 30, 2027, with four additional one-year options extending performance through September 30, 2031. The vendor must supply all labor, supervision, materials, parts, and transportation required to maintain equipment in optimal operating condition, adhering strictly to original equipment manufacturer recommendations for planned maintenance, which includes two preventive maintenance visits per year for the Constellation LXT systems and one for the Centurion Vision Systems. Services must include 24/7 telephone support, a two-business-day on-site response time for corrective repairs, and exchange-based replacement of unserviceable parts within eight working hours. All replacement parts must meet or exceed OEM specifications, and replaced parts must be itemized as no-charge items on invoices and identified by the manufacturer’s part numbers. All proposed vendors must be registered in the System for Award Management (SAM) and have completed the Online Representations and Certifications Application (ORCA), and SDVOSB or Veteran-Owned businesses must also be registered with the Department of Veterans Affairs Center for Dynamic Small Business Search. Responses must include the company name, address, point of contact, DUNS number, CAGE code, tax ID, small business status, and a detailed capability statement demonstrating organizational qualifications. Vendor personnel must wear official identification badges at all times, park in designated areas, and comply with security protocols including the use of signed property passes for any government equipment movement; equipment shall not be removed from site for minor repairs, and sensitive data handling requires coordination with the Facility Information Security Officer. The contractor is responsible for providing all test equipment and supplies, and replaced parts — except those containing sensitive data — must be disposed of with COR approval.
