AI Contract Overview
The Department of Veterans Affairs, through the LTC Charles S. Kettles VA Medical Center in Ann Arbor, Michigan, intends to award a sole-source contract to LivaNova USA, Inc. for preventative maintenance services on the Essenz Perfusion Systems, including the Essenz Heart-Lung Machine and Essenz In-Line Blood Monitor, used during cardiopulmonary bypass procedures lasting up to six hours. This procurement is justified under FAR 6.302-1 because LivaNova is the exclusive original equipment manufacturer with proprietary technology, including the Essenz Patient Monitor software and Perfusion System Monitor, which are designed for use only with their hardware and cannot be serviced by third parties. The VA cannot obtain equivalent services from any other source without incurring substantial duplication of costs, significant delays, or risking system compatibility and safety failures. All maintenance work must be performed on-site at the VA facility by technicians certified by LivaNova USA, Inc., and must strictly comply with National Fire Protection Association, Occupational Safety and Health Administration, and OEM standards. The National Association of Special Equipment Distributors certification is also required for all personnel performing services. Proposals from other potential vendors are being solicited only to confirm the absence of other capable sources and must provide clear and convincing evidence of OEM certification and the ability to meet all regulatory and technical requirements at a fair and reasonable price. Responses must be submitted exclusively via email to Michele.Bartelt@va.gov and received no later than 1:00 PM Eastern Standard Time on May 2, 2026. No competitive bidding process is underway; this notice serves solely to fulfill procedural requirements under FAR for sole-source justification. The NAICS code for this procurement is 811210, and no pricing, contract value, delivery schedule, or formal contract clauses are included in the notice, as negotiations with LivaNova will occur only after the sole-source determination is finalized.
