The Department of Veterans Affairs Network Contracting Office 2 intends to award a sole source contract to Siemens Medical Solutions USA, Inc. for on-site maintenance and repair services for two Artis Q Ceiling systems and their associated UPS at the New York Harbor VA Medical Center in New York, NY. The base performance period runs from August 14, 2026, to August 13, 2027, with four one-year option periods available for extension. The justification for sole sourcing is grounded in the proprietary nature of Siemens’ technology, including patented systems, copyrighted software, and exclusive remote access protocols that prevent any other vendor from providing certified repairs or genuine OEM parts. Only Siemens-trained and certified technicians are authorized to service this high-tech medical equipment, rendering any competition commercially infeasible. All work must adhere strictly to Siemens’ original equipment manufacturer specifications, and all parts used must be certified OEM components. The contract requires the contractor to furnish all labor, tools, materials, software updates, and repair services on-site at the designated facility, with performance measured by system uptime and compliance with OEM standards. The notice is not a request for competitive bids, but firms may submit written evidence of their ability to meet the requirements by May 11, 2026, at 10:00 a.m. EST to Kimberly Wiatrowski via email at Kimberly.wiatrowski@va.gov; no other submission methods are accepted. The contracting office, located in Buffalo, NY, retains full authority over award decisions and will proceed with the sole source award if no viable alternatives are demonstrated. No contract clauses, pricing details, packaging specifications, or formal evaluation factors are included in the notice, as it serves solely as a pre-solicitation announcement to support the justification for non-competitive acquisition under FAR 6.302-1. The NAICS code is 811210, and the product service code is J065, reflecting industrial machinery repair and maintenance services for medical equipment.
