The contract involves the replacement and installation of a specialized CPU board, known as the Kamet Bootable Chassis (part number 5129895-2), for the GE Healthcare Innova 3100 imaging system located in the Cardiac Cath Lab at the Central Little Rock VA Medical Center. This critical piece of equipment, installed in 2009, is essential for diagnosing coronary artery blockages in veteran patients. The existing system is non-operational due to an error caused by the CPU board, as confirmed by GE Healthcare technicians. Given the equipment's importance and the urgency to avoid misdiagnosis, serious injury, or additional financial burdens from outsourcing services, the repair must be handled promptly. GE Healthcare is the sole provider capable of performing the on-site repair because they possess the certified technicians, authorized repair parts, and advanced remote diagnostic capabilities necessary to minimize downtime. Extensive market research was conducted, including review of prior sole source contracts, inquiries via commercial databases, and solicitation notices, but no other vendors were found to have the required expertise or resources. The contract is awarded under a sole source justification per FAR 13.106-1(b) due to the unique capabilities of GE Healthcare and the critical nature of the equipment. The contracting officer certified the accuracy and completeness of this justification. The contract specialist overseeing the procurement is identified for further contact. This approach ensures timely service with minimal operational disruption at the VA facility.
