JAIC Themis-Notice of Intent to sole Source

The Army Contracting Command-Rock Island intends to negotiate on a sole source basis with Morse Corp, Inc, cage code 78X46, pursuant to FAR 13.106-1(b) for services in support of the Joint Artificial Intelligence Center (JAIC) requiring the services for the Joint Design System. This notice of intent is not a request for competitive quotes; however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office within five (5) days of this posting. Any capability statement submitted in response to this notice of intent to sole source shall be no more than three (3) pages, single-spaced, using Arial 12-point font and shall include a statement which proves how the company is set up to complete the necessary scope requirements and the specific tasks listed in the description paragraph below. The Government will not accept marketing materials or company brochures and is not interested in a response that cannot meet all requirements described within this notice. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. A description of the required services are as follows: Contractor will modify and expand the current test harness, add a data cataloging and data management capability, provide for deployment to test environment of the Government's choice, and provide a training program for different users in approximately 6 months. Current test harness capability will be expanded from specific model and data use cases to general use cases within a field such as Full Motion Video or Natural Language Processing. Evaluation capability will be expanded to explore model performance and test data by various features of the object class or subclass and analyze and visualize the results. Data cataloging and management capability will be added to include micro service architecture enabling 3rd party data augmentation and evaluation of augmented data. Although the Government intends to negate a sole source procurement, it is within the Government's right to determine the appropriate contractual approach. Any capability statement sent in response to this Intent notice does not constitute a solicitation or contract in any capacity.
