Description:The RCMP has a requirement for janitorial and snow clearing services for the M Division Headquarters which includes various buildings. The qualified contractor will provide all labour, materials, tools, equipment, transportation and supplies including daily site supervision necessary to provide janitorial and snow clearing services.The contract period will be for two years from the date of contract with an irrevocable option to extend it for up to three additional one-year periods.Conditional Set-Aside Under the Procurement Strategy for Indigenous Business (PSIB)This procurement is conditionally set aside under the federal government Procurement Strategy for Indigenous Business.In order to be considered, the Bidder must certify that it qualifies as an Indigenous business as defined under PSIB and that it will comply with all requirements of PSIB. Bidders are requested to meet at the main entrance of the RCMP M Division Headquarters located at 4100 4th Ave. Whitehorse, YT. The site visit for this project is MANDATORY. The representative of the Bidder must sign the Site Visit Attendance Sheet at the site visit. Bids submitted by Bidders who have not signed the attendance sheet will be rejected.Security pre-screening: The names of each individual attending the site visit, along with the name of the Bidder they represent, should be provided to the Contracting Authority (Patty Yi patty.yi@rcmp-grc.gc.ca) by November 16, 2022 in order to gain access to the site.Basis of selection:(a) Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria.(b) An evaluation team composed of representatives of Canada will evaluate the bids.(c) The evaluation team will determine first if there are two or more bids with a valid PSIB certification. In that event, the evaluation process will be limited to the bids with the certification; otherwise, all bids will be evaluated. If some of the bids with a valid certification are declared non-responsive, or are withdrawn, and less than two responsive bids with a valid certification remain, then all bids received will be evaluated.Period of Contract: Two (2) years contract upon date of Contract Award.Option to Extend the ContractThe Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to 3 additional 1 year period(s) under the same conditions. The Contractor agrees that, during the extended period of the Contract, it will be paid in accordance with the applicable provisions as set out in the Basis of Payment.Canada may exercise this option at any time by sending a written notice to the Contractor before the expiry date of the Contract.
