Japan E-767 AWACS MIDS JTRS Upgrade Work Card Modification

The Japan E-767 AWACS MIDS JTRS Upgrade contract, solicitation FA2363-25-C-B-0003, is a sole-source procurement awarded to The Boeing Company under FAR 6.302-4 and 10 U.S.C. 3204(a)(4). This action is driven by a Foreign Military Sales agreement via Letter of Offer and Acceptance JA-D-QET. The primary objective is to upgrade the Japan Air Self-Defense Force E-767 AWACS fleet with the Multifunctional Information Distribution System Joint Tactical Radio System to meet Department of Defense Link 16 cryptographic mandates by January 2025. The scope includes the delivery, installation, and testing of hardware on four aircraft and associated Ground and Training Systems, as well as lab support, flight testing, and the development of critical aircraft modification work cards. The total estimated contract value is 20.443 million dollars, utilizing a Cost Plus Fixed Fee primary structure with Cost Reimbursable and Not Separately Priced CLINs. The performance period consists of a 21-month base period with options for a 12-month lab support period and three 10-month periods for the installation of the remaining three aircraft. Performance is centered in Oklahoma City, Oklahoma, at Boeing facilities, with administrative oversight provided by the Air Force Life Cycle Management Center at Hanscom AFB, Massachusetts. Boeing was selected as the sole source due to its exclusive ownership of proprietary technical data, airframe-specific expertise, and unique accredited laboratory facilities necessary to maintain airworthiness and system integration.
