The U.S. Embassy Yangon has issued a Request for Quotation (RFQ) for Jefferson Center Mandalay Services in Myanmar, seeking a firm fixed-price contract for a one-year period. The scope of work includes providing Program/Library, Caretaker, and Janitorial services, as well as a Director/Coordinator and Program Staff. The contract is subject to a maximum ceiling of $250,000. A critical requirement for any vendor based outside of Myanmar is the establishment of a responsible local partner company within the country to manage staff and operations directly. Key compliance obligations include adhering to local Myanmar labor laws, U.S. Embassy health and safety regulations, and various federal mandates regarding service contract labor standards, minimum wage, paid sick leave, and supply chain security. Additionally, the contractor must submit personnel data for security clearance within five days of award and provide Defense Base Act insurance certificates within 15 days.
