The U.S. Embassy Yangon is soliciting services for the operation and management of the Jefferson Center in Mandalay, Myanmar, under solicitation number 19BM8026Q0014, with responses due by August 27, 2026. This is a Firm-Fixed-Price contract for commercial items issued via an RFQ using the SF-1449 form, with an estimated maximum value of $250,000. Foreign vendors are required to partner with a locally established Myanmar-based company capable of directly managing staff and services on the ground, as all operations are conducted within Myanmar. The contract calls for comprehensive facility services including library operations, event programming, caretaker and janitorial duties, and daily administrative management under the supervision of the U.S. Embassy Public Affairs Section. Personnel must be qualified, proficient in both English and Burmese, and subject to background checks, with all employees’ biographical data submitted within five days of award. Service quality is measured by strict performance standards, including no more than one customer complaint per month for caretaker and janitorial services, monitored through a Quality Assurance and Surveillance Plan.
