Jefferson Center Mandalay Services

The U.S. Embassy Rangoon is soliciting a firm-fixed-price contract for program, library, caretaker, and janitorial services at the Jefferson Center in Mandalay, Myanmar. The scope of work includes facility management, event programming, and daily operations under a one-year base period with one optional extension year. The contract has a maximum ceiling of 250,000 US Dollars. Due to the location of performance, vendors based outside of Myanmar must have a responsible and established local partner company capable of directly managing the required services and staff. Key personnel requirements include a Director/Coordinator, program staff, caretakers, and janitorial staff, all of whom must be officially hired under Myanmar labor laws and approved by the U.S. Government. The contractor is required to provide comprehensive personnel data for security clearance by the Regional Security Office and must maintain a valid business license and Defense Base Act workers compensation insurance. Performance is monitored via a Quality Assurance and Surveillance Plan, with specific benchmarks requiring no more than one customer complaint per month for janitorial and caretaker services and satisfactory ratings from the Public Affairs Section for library operations. The solicitation is unrestricted and follows FAR Part 12 for commercial items. Proposals must be submitted by August 27, 2026, to the U.S. Embassy Rangoon in Yangon. Award is based on a request for quotation process, and the contractor must comply with U.S. Embassy health and safety regulations, including OSHA standards. All deliverables and documents produced under the contract remain the sole property of the U.S. Government.
