This contract action involves a Justification for Exception to Fair Opportunity for three GPS BRIE Increase Modifications under the CEIS 2 Multiple Award Contract, specifically modifications identified as N6893624F0170 P00009, N6893624F0177 P00019, and N6893624F0188 P00012. The justification is being published to comply with FAR 16.505(b)(2)(ii)(D), which requires public posting when fair opportunity is not extended to all contractors under a multiple award contract. Access to the redacted Justification document is restricted due to the presence of Controlled Unclassified Information, requiring contractors to have certified access through the Defense Logistics Information Services. Only one designated Point of Contact per CAGE code, listed as the Data Custodian on a DD 2345 form and pre-approved by the Defense Logistics Agency, may request access to the CUI in SAM.gov, and contractors must coordinate directly with their organization’s custodian to obtain entry. The solicitation is managed by the Naval Air Warfare Center, part of the Department of Defense, with the office located in China Lake, California. The NAICS code 334511 applies, indicating the nature of the work relates to navigational, measuring, electromedical, and control instruments manufacturing. Primary and secondary points of contact for inquiries are Bobby Kapadia and Christopher N. Bigelow, both reachable via naval email and phone. The document was posted on May 27, 2026, and there is no set-aside designation specified. Contractors must ensure their organization’s CUI access credentials are in place prior to attempting to view the justification, as failure to meet these requirements will prevent access. All information regarding certification and access protocols must be obtained through the Defense Logistics Agency’s Joint Certification Program website.
