Jelm WHMA Fence Conversion - Wyoming Game & Fish

The Wyoming State Construction Department, Procurement Section, on behalf of the Wyoming Game and Fish Department, (Procuring Agency) will receive bids until 1:00 p.m. Mountain Time on August 11, 2026, through the Public Purchase online bidding system for the Jelm Wildlife Habitat Management Area (WHMA) Fence Conversion, located at Woods Landing - Jelm, Wyoming. Project Description: This project will consist of removing and legally disposing of approximately 3.66 miles of existing fence materials, including wire, posts, braces, gates, and associated debris at a Department of Environmental Quality (DEQ) approved landfill. Remove all materials from the WHMA and dispose of them at a legal disposal location of the contractor’s choosing. Construct approximately 5.66 miles of new 4-wire wildlife friendly stock fence to Agency specification. A MANDATORY pre-bid meeting will be conducted at 10:00 A.M MT on Thursday, July 16, 2026 starting at South Jelm WHMA parking area (41.07937, - 106.01232) Woods Landing - Jelm, WY, 82063. Only bids submitted through the Public Purchase site and on State of Wyoming forms will be considered. It is the bidder’s responsibility to review, through Public Purchase at https://www.publicpurchase.com/gems/wyoconstruction,wy/buyer/public/home for answers to questions, addenda, or bid tabulations. Telephone calls, emails, or faxes may not be accepted. Bidding questions shall be submitted on the Public Purchase website by 1:00 p.m. MT on July 22, 2026. All questions will be answered and provided to all prospective bidders via answers on the Public Purchase website or in the form of a written addendum posted on Public Purchase by 1:00 p.m. MT on August 6, 2026. Questions received after 1:00 p.m. Mountain Time on July 22, 2026, will not be addressed. It is the Contractor's responsibility (not required) to add their company to the Plan Holders and Contractors List. If a bid is greater than $150,000, each bid is required to have a bid deposit in the amount of Ten Percent (10%) of the total bid, which shall be in the form of a bid bond, cashier's check, or certified check (a copy of a check will not be accepted) drawn on a reliable bank and made payable to the State of Wyoming (no personal checks will be accepted), or an electronic bid bond with Surety 2000. ONLY if you are submitting an original 10% bid bond or submitting a 10% cashier check, it MUST be received in the Procurement Office at: Wyoming State Construction Department, Procurement Office, 700 West 21st Street, Cheyenne, Wyoming 82002, by 1:00 p.m. August 11, 2026. A COPY OF THE 10% CASHIER CHECK WILL NOT BE ACCEPTED. If you are using Surety 2000, you will need to upload with your bid response documents a copy of the Surety 2000 document. Note: All bids must be signed and uploaded completely through the Public Purchase online bidding system no later than the 1:00 p.m. Mountain Time on the due date indicated in the document.
