The contract involves a sole source modification awarded to LGS Innovations LLC for hardware and software upgrades to the JHITS Lucent 5ESS switches. LGS is uniquely positioned as the sole manufacturer and supplier capable of providing the necessary components to expand the switching network, increasing trunking connections. The upgrades also require the purchase of right to use (RTU) license agreements directly from LGS, as these licenses are non-transferable and essential for proper equipment maintenance and access to software updates. This contract is managed by the Department of Defense through the Ditco-pac office located in Pearl Harbor, Hawaii. Key contacts for the contract include a Contract Specialist, Hayden Hu, and the Contracting Officer, Angela Margin. The necessity for a sole source contract stems from LGS’s exclusive control over the hardware, software, and licensing, ensuring the government meets technical requirements and maintains system integrity in compliance with manufacturer specifications.
