JIRA Data Center Subscription Renewal

The Maryland Health Benefit Exchange (MHBE) is soliciting a firm fixed price contract for a 12-month renewal of Atlassian JIRA Software (Data Center) subscriptions for 500 users. The period of performance is scheduled from February 8, 2027, through February 8, 2028. Bids must be submitted exclusively via eMaryland Marketplace Advantage (eMMA) by the deadline of December 7, 2026. To be considered responsive, bidders must provide a letter of authorization from the manufacturer proving they are authorized to resell Atlassian JIRA subscriptions, accept all state terms and conditions, and submit all required documentation, including the Bid/Proposal Affidavit and Federal Funds Attachment. The contract will be awarded to the responsible bidder who offers the lowest total bid price as specified on the Bid Price Form. Administrative requirements include mandatory electronic funds transfer (EFT) for payments exceeding $100,000 and certification of compliance with the State Minority Business Enterprise Law and Veteran-Owned Small Business Enterprise law. Additionally, contractors must certify compliance with Title VI of the Civil Rights Act of 1964 and Section 504 of the Rehabilitation Act of 1973.
