AI Contract Overview
The Utah Department of Health and Human Services is issuing a notice of intent to award a contract increase of 116,000 dollars to the vendor Enfanos under existing contract 226354. This funding increase is specifically designated for the procurement of additional reagents, including GAA-IDUA Assays Substrates, Internal Standards, and 2-plex assay buffer used for MPS-I and Pompe Disease screenings. The procurement is being conducted without a standard competitive process, citing justifications under the Utah Procurement Code such as sole source availability, significant transitional costs, or the impracticality of standard procurement. The scope of work involves the delivery of approximately 600 vials of substrates and internal standards annually, with requirements for qNMR documentation and quarterly delivery schedules. This action is subject to the Utah Procurement Code, allowing other interested vendors to challenge the award if they can provide comparable or better items by the response deadline of October 1, 2026. The process also includes compliance with vendor certification requirements regarding anti-boycott actions and provides a mechanism for claimants to request business confidentiality for trade secrets or commercial financial information under Utah Code.

Full Description
The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that:
- there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit.
In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
