Job Skills Program - Program Delivery

The New York State Governor's Office of Employee Relations is awarding a 12-month single source contract extension to Chrysalis Training and Development, LLC. This extension, effective from January 1, 2027, to December 31, 2027, is designated as a procurement exempt from advertising because a formal open competitive request for proposal was deemed infeasible before the current contract expiration. The primary objective of this agreement is to provide statewide support for the Job Skills Program, delivering education, training, and related services to New York State agencies and employees represented by the Civil Service Employees Association, Inc. Under the terms of the contract, Chrysalis Training and Development, LLC is permitted to utilize subcontractors, including New York State certified Minority and Women-Owned Business Enterprises and Service-Disabled Veteran-Owned Businesses, to ensure compliance with Article 15-A of the Executive Law and Article 3 of the Veteran's Service Law. The contract is managed by the Division for Administration within the Office of Employee Relations, with the place of performance spanning across New York State.
