AI Contract Overview
The National Aeronautics and Space Administration IT Procurement Office is issuing a sole source award to Peraton for annual site licensing and maintenance support under solicitation 80TECH26P0025. This contract is essential for the Artemis program's launch operations, providing the necessary software infrastructure to support the overarching mission of safely landing humans on the lunar surface. Due to the critical nature of the campaign's timeline and the risk of mission failure associated with developmental delays, NASA has cited unusual and compelling urgency to bypass full and open competition. The procurement falls under NAICS code 513210 and is managed by the office located in Greenbelt, Maryland, with the primary place of performance situated in Merritt Island, Florida. This strategic investment is designed to ensure that lunar landing capabilities are fully developed and maintained to support mission dates through 2028, thereby maintaining United States leadership in space exploration.

Full Description
This justification provides the rationale for contracting by other than full and open competition to award a sole source order to Peraton.
The purpose of this order is to secure the annual licensing and maintenance support necessary for the Artemis program to continue utilizing Peraton software in support of Artemis launch operations. This requirement is critical to NASA’s Artemis campaign and its overall mission to safely land humans on the lunar surface.
The Artemis campaign’s timeline, and its included mission dates, are a vital component of the government’s need. For reasons discussed in the attached justification, delays to mission execution as a result of developmental challenges are likely to result in mission failure. This Peraton Annual Site License/Maintenance order is necessary to ensure that development of a lunar landing capability is complete in time to support NASA’s Artemis missions. See attached justification for other than full and open competition for additional information.
