Design and Construction of Levee Access Manholes for Fairfax-Jersey Creek Levee Unit (Kansas City, Kansas)
Solicitation # W912DQ26RA065
The U.S. Army Corps of Engineers, Kansas City District, is soliciting design-build construction services for the installation of access manholes at the Fairfax-Jersey Creek Levee Unit on the Missouri River in Kansas City, Kansas. The project scope involves designing and constructing manholes, with estimated depths between 10 and 25 feet, to facilitate the video inspection of approximately 27,000 feet of existing perforated corrugated metal seepage collector pipe. To maintain levee integrity, the government strictly prohibits invasive mass excavation methods such as trenching, requiring the use of minimally invasive excavation techniques. Key deliverables include a Drilling and Invasive Program Plan approved by a licensed professional engineer or geologist, temporary flood protection plans, and final as-built drawings. This is a firm-fixed-price contract with an estimated magnitude between $1,000,000 and $5,000,000, though the total award amount shall not exceed $3,400,000. The acquisition is categorized under NAICS code 237990 with a small business size standard of $45 million. The selection process is conducted in two phases; Phase 1 focuses on qualifications and technical approach without pricing, from which up to three qualified offerors will be selected for Phase 2. Evaluation factors include design concepts, performance confidence, technical approach and qualifications, and small business participation, with non-price factors being significantly more important than price. Proposals must be submitted via the PIEE Solicitation Portal and adhere to strict documentation requirements, including the use of specific government templates for vendor information, experience, and technical qualifications.

Full Description

This is not a solicitation. This Sources Sought Announcement is for the purpose of identifying firms which are capable and interested in offering a proposal for remediation to the leaking monolith joints using a system as described below, with the attributes as shown in the attached drawing. Monolith joints located within the John Day Dam, as shown on the provided drawing, shall be drilled vertically from the top of the roadway deck into the foundation rock beneath the dam, approximately 175-ft in length. The drilled hole will be approximately 6-in in diameter and straddle the monolith joint. The drilled hole will be cleaned and inspected with a down-hole camera to ensure proper drilling and alignment along the monolith joint. A steel pipe sleeve, or other approved method, will be installed to protect the upper 2 feet of the drilled socket and monolith concrete during cleaning. Remedial waterstop material will be placed into the drilled holes. Cleaning and installation processes are not to have adverse effects on other parts of the powerhouse. The drilled hole will then be capped with a galvanized steel cover. The waterstop system or product must be able to show adequate application to prevent water leakage between concrete monoliths where the original waterstop has failed. The waterstop system or product must be able to maintain water-tightness with a minimum of 75 psi of static pressure and 170-ft of head. The waterstop system or product must provide continuous water-tightness throughout the entire height of the drilled hole. The waterstop system or product must be a flexible material that does not restrict thermal expansion and contraction at monolith joints. The waterstop system or product must be able to maintain water-tightness throughout hydrostatic load cycles and cycles of thermal expansion and contraction; with approximately 5/8-in of total lateral or horizontal movement during these cycles. The minimum service life of the remedial waterstops is 30-years. The product must have been used successfully in a minimum of 3 different projects within the past 10 years with performance criteria that meet or exceed those herein. Information from firms who respond to this announcement by submitting a statement addressing their experience and past performance will be used in the Government's determination of whether to sole source this requirement or open it to competition. Interested parties must respond to this sources sought announcement in writing, indicating their experience (what your firm did) and past performance (how well your firm did it) in performing work of the type described above (no more than 5 projects). Information should provide enough technical detail to be able to verify the system and attributes required above. State whether your firm was the prime contractor or a subcontractor for each project you reference. Include information regarding your firm's business size (large, small, HUBZone, small disadvantaged, small veteran-owned, small service-disabled veteran-owned, or small woman-owned business). The NAICS code for the predominant portion of this work is 237990, and the small business size standard is no more than $36,500,000 in average annual receipts. Please also include your firm's DUNS number and bonding capacity and a point of contact for any follow up. Send your response by email to Mr. Jeffrey Renner at the following email address: jeff.s.renner@usace.army.mil. Deadline for response is close of business, 10 November 2015. Point of Contact for small business questions or assistance is the Portland District Small Business Specialist, Carol McIntyre at: Carol.A.Mcintyre@usace.army.mil
