AI Contract Overview
The U.S. Army Corps of Engineers Portland District is preparing to issue a solicitation for a design-build project at the John Day Dam near Rufus, Oregon, involving the replacement of up to sixteen turbine runners and the rewinding of sixteen generators. The project aims to enhance the reliability, efficiency, and operational flexibility of the turbines, while also improving fish survival rates passing through the turbines. The procurement will be a competitive, unrestricted process utilizing a two-phase design-build approach and best value tradeoff selection under FAR regulations, with the goal of awarding a fixed-price contract with an economic price adjustment clause. The estimated construction value exceeds $500 million, and the NAICS code assigned is 237990, suitable for heavy and civil engineering construction firms with a size standard of $45 million. The official solicitation is anticipated to be issued by December 19, 2025, with proposals due at least 60 days after issuance. This pre-solicitation notice emphasizes that the project will be open to full and open competition, including a HUBZone price evaluation preference, and requires contractors to be registered in the System for Award Management (SAM) at the time of proposal submission. The notice also indicates that cybersecurity requirements, specifically the Cybersecurity Maturity Model Certification (CMMC), will be incorporated into the final solicitation. Interested parties are encouraged to monitor SAM.gov for updates, as this notice is for planning purposes only and does not constitute a binding commitment. The project details, including specifications and drawings, will be provided with the forthcoming solicitation.
